New amplified sound rules go in effect Jan. 1 for city of Raleigh :: WRAL.com

Bars and restaurants in Raleigh will have new noise limits starting on New Year’s Day 2026 (Jan. 1). 

The changes approved in October by the Raleigh City Council will implement decibel limits that are intended to prohibit the emission of loud noises and sounds that could “annoy, disturb or frighten” residents. 

The ordinance claims that excessive noise has been linked to adverse health effects, including stress, sleep disturbances, high-blood pressure and hearing loss. 

The new rules will only apply to amplified sound from commercial properties with amplified entertainment such as clubs, bars and restaurants. The city proposed that the decibel limits vary based on the time of day, day of the week and the location. 

The Glenwood South area will have higher decibel limits than the rest of the city because that’s the location of the majority of Raleigh’s most active nightlife. Businesses outside of Glenwood South have the chance to get a permit to allow for higher or lower level limits. 

The ordinance differentiates between dB(A), which are lower decibel levels from people’s voices in conversation, and dB(C), which are higher decibel levels from deeper sounds like a thumping bass.

Between 2 a.m. and 10 a.m. citywide, amplified sound should not be “plainly audible” beyond 25 feet.

Citywide levels – maximum decibels

  • Sun. through Thurs. 10 a.m. – 10 p.m.: 70 dB(A) and 75 dB(C)
  • Fri. and Sat. 10 a.m. – 11 p.m.: 70 dB(A) and 75 dB(C)
  • Starting at 10 p.m., Sun. through Thurs.: 55 dB(A) and 60 dB(C)
  • Starting at 11 p.m., Fri and Sat.: 55 dB(A) and 60 dB(C)

Citywide levels with permit – max decibels

  • Sun. through Thurs. 10 a.m. – 10 p.m.: Up to 80 c(BA) and 88 d(BC)
  • Fri. and Sat. 10 a.m. – 11 p.m.: Permit can set lower levels

Glenwood South levels – max decibels

  • Sun. through Thurs. 10 a.m. – 10 p.m.: 80 dB(A) and 88 dB(C)
  • Sun. through Thurs. 10 p.m. – 2 a.m.: 75 dB(A) and 80 dB(C)
  • Fri. and Sat. 10 a.m. – midnight: 82 dB(A) and 92 dB(C)
  • Sat. and Sun. morning, midnight to 2 a.m.: 80 dB(A) and 88 dB(C). 

Residents can submit noise complaints beginning Jan. 1 through the Ask Raleigh portal. The complaints will go directly to the Raleigh Police Department, which will send out a code enforcement unit of “non-sworn staff” to the location. 

Businesses found to have violated the allowed noise level will get two warnings, then a $1,500 fine  for a third violation. A fourth violation means that no outdoor sound equipment will be allowed at the location for 18 months.
