State Security Service report – In 2025, it became more difficult for small countries to protect their national interests, as large actors tried to limit the implementation of sovereign policies – and an attempt to change the government by force was also prevented

Against the backdrop of the trends identified in 2025, it became more difficult for small countries to ensure the protection of their national interests, as in conditions of fierce competition, large actors tried to limit the ability of countries considered in their zone of influence to pursue sovereign policies – reads the 2025 activity report of the State Security Service.
As noted in the document, against the backdrop of difficult-to-predict global processes, a high level of internal and external threats to Georgia was maintained, with the likelihood of inspiring destructive processes in the country and creating an unstable environment.
“In 2025, the process of changing the world order and forming a new geopolitical reality intensified. Competition between global actors significantly intensified, trends in the transformation of the balance of power, military-political alliances and collective security systems in individual regions became apparent. Attempts by major actors to achieve their foreign policy goals using forceful approaches and various levers of influence at their disposal increased. The economic dimension of geopolitics also underwent serious changes. International trade lost its function as a purely economic mechanism. Trade wars and protectionism turned world trade into an instrument of strategic influence.
The process of transforming trade-economic relations and transport-logistics routes accelerated. Gaining control over certain critical resources and reducing dependence on other states in this regard became key.
Against the background of the trends identified in 2025, it became more difficult for small countries to ensure the protection of their national interests, because in conditions of fierce competition, large actors tried to limit the ability of countries considered in their zone of influence to pursue sovereign policies, for which the practice of gross interference in the internal processes of the state was intensively used, and the instrumentalization of international mechanisms in this direction was also observed. Against this background, the ability of small states to protect their national interests and ensure security based on the principles of international law and the mechanisms of international organizations was further reduced.
During the reporting period, against the background of difficult-to-predict global processes, a high level of internal and external threats to Georgia, the probability of inspiring destructive processes in the country and creating an unstable environment was maintained. Accordingly, in order to prevent existing challenges, the State Security Service had to carry out complex measures.
During the reporting period, for the state of Georgia, in terms of national security, the greatest threat still remained the occupation of Abkhazia and the Tskhinvali region by Russia. In this regard, the service constantly responded to challenges such as the occupation forces’ annexation measures, illegal detentions, and the so-called illegal process of borderization.
During 2025, the State Security Service carried out active activities, using hybrid warfare tools, to prevent destructive actions by foreign special services and individual domestic or external actors. Among other things, as a result of the measures taken, an attempt to change the government by force was prevented,” reads the report.
