Utah Supreme Court Justice Diana Hagen resigns following conflict of interest allegations

SALT LAKE CITY (KUTV) — Utah Supreme Court Justice Diana Hagen resigned from her position on the state’s highest court after allegations resurfaced of a possible conflict of interest tied to Utah’s redistricting case.
Gov. Spencer Cox expressed his appreciation for Hagen’s years of service in a statement confirming her resignation.
He added that information regarding the process to fill the vacancy left by Hagen would be announced in the coming days.

Hagen’s resignation comes nearly a month after allegations surfaced about a possible connection between her and David Reymann, the former lead attorney for the League of Women Voters, who had argued that the Republicans’ proposed congressional maps were illegal.
Hagen had previously denied a conflict of interest, stating that her last involvement in the redistricting case was in October 2024. In May 2025, she voluntarily recused herself from all cases involving Reymann. In a statement, she pointed out that her recusal was reflected in the Court’s Sept. 15, 2025, opinion in the case.
The Utah Supreme Court defended Justice Hagen in a statement saying she had reconnected with old friends in the spring of 2025, which included Reymann.
“She informed the Supreme Court that she had updated her recusal list and was recusing herself from further involvement in the case,” the Court’s statement read, in part. “Her ex-husband’s allegations postdate her involvement in League of Women Voters.”
After the formal complaint was filed, the Judicial Conduct Commission opened an independent investigation. The Commission ultimately dismissed the complaint against Hagen.
Still, state leaders said the allegations “raise serious questions” and signaled support for further review into Justice Hagen and her relationship with Reymann.
Gov. Cox, Senate President J. Stuart Adams, House Speaker Mike Schultz and Chief Justice Matthew Durrant released a joint statement saying, “The judicial, executive and legislative branches are committed to working together on potential reforms to the Judicial Conduct Commission – ensuring it upholds the highest standards of accountability and earns the confidence of the people of Utah.”
