Know the rules before you light the fuse

It’s one of those “fireworks” holiday long weekends that have the municipalities in Waterloo Region reminding residents of the rules around private fireworks displays.
As of Jan. 1, 2026, the sale of fireworks was banned in the cities of Kitchener and Waterloo. They remain legal to purchase in Cambridge.
The restrictions came about last year after several years that saw multiple so-called “fireworks fights,” primarily around Victoria Park in downtown Kitchener.
Chris Mulhern, Manager of Compliance and Standards, City of Waterloo, explained to 570 NewsRadio the thinking behind the ban.
“It was another measure we took to ensure people would be able to enjoy fireworks responsibly but not have quick access for those individuals who choose not to be responsible,” described Mulhern.
“You have to go through a little bit more of a process, and then if you are going through that process, often you’re going to see those individuals are going to look to the rules,” he added.
Regional police will have a visible presence in Downtown Kitchener and Uptown Waterloo, particularly in the evenings. Officers will also be regularly patrolling the community, and bylaw officers will also be on high alert.
When it comes to enforcing the bylaw, Mulhern said it’s a two-pronged approach.
“First, it’s education. Ensuring the individual is aware of the restrictions when it falls outside the permitted time. And, if it’s obviously a blatant violation and or previous violations, charges would be laid. The charges are $1,000 for a first offence and $2,000 for any subsequent offences.”
In the City of Kitchener, a first offence will cost people $1,500.
If people abide by the regulations, they should have no problem, from bylaw at least, when it comes to neighbours, that’s a different story.
Not everybody is a fan of loud explosions. Pets, small kids, seniors and veterans may all be impacted. That’s why it’s a good idea to let your neighbours know if you’re planning a fireworks show.
Mulhern said it doesn’t hurt to inform the folks living nearby, and it could make the display even better.
“When you let your neighbours know, often what you will have is community interest in that as well. So, maybe it’s not just the one neighbour that’s doing it, it’s a few neighbours getting together.”
When can I set off fireworks?
In the cities of Kitchener, Waterloo and Cambridge, fireworks are only permitted on the actual holiday. Victoria Day this year is May 18.
They are only permitted between the hours of 9 p.m. and 11 p.m. In Cambridge it’s dusk to 11 p.m.
