Hampshire council seeks design-and-build contractor for £100m housing job

Eastleigh Borough Council has launched a search for a design-and-build contractor to deliver a £100m housing phase within its One Horton Heath development in Hampshire.

The procurement covers the Upper Acre parcel, which will provide 424 mixed-tenure homes alongside associated infrastructure, landscaping and public open space.

The council plans to procure the job using the JCT Design and Build Contract 2024.

Its tender notice gives a value of £100m excluding VAT (£120m including VAT) for the contract.

Upper Acre is the second residential phase of the wider One Horton Heath scheme, a 310-acre mixed-use development east of Eastleigh.

The council bought the site in 2018 and secured outline planning permission in October 2025 for up to 2,500 homes, together with a local centre, primary school, employment space, transport infrastructure, sports facilities and public open space.

The authority said much of the strategic infrastructure serving the development had already been installed or was under construction to enable housing delivery.

Reserved matters consent for Upper Acre was granted in March 2026 following an application submitted in December 2025.

The successful contractor will deliver the homes, roads, utilities, hard and soft landscaping and open spaces.

The council said the scheme is expected to start on site in March 2027, with the first homes due for completion in September 2027 and the final homes scheduled for handover by May 2030.

The procurement is being run under the Procurement Act 2023 using the competitive flexible procedure.

It will begin with a conditions of participation stage, during which bidders must complete a procurement-specific questionnaire. A shortlist of suppliers will then be invited to tender.

The tender stage is expected to comprise a single submission followed by interviews, although the council has reserved the right to introduce further stages, including a best and final offer process.

Tender submissions are due by 17 November 2026.

Earlier this week. Eastleigh Borough Council unveiled plans to launch a £40m tender for the design-and-build delivery of a 192-home housing development in Hampshire.
