The incident has resulted in power being cut to the area as the man is standing and sitting on a electricity box. Access is restricted to ferry passengers only.
A spokesperson for Hampshire police said: “We were called just before 6.40am this morning to concerns for the welfare of a man at the Town Quay Ferry Station.
“Emergency services are currently on scene.”
They added: “We asked (Red Funnel) to turn off the power for safety purposes.”

Red Funnel issued a statement saying it has a power outage at its Terminal 2 facility as a result of the incident. There is a wider power cut to 370 properties in the area.
A Red Funnel spokesperson said: “We’re currently experiencing a power outage at our Southampton Terminal 2 facilities due to an ongoing police incident.
“Our ferry services continue to operate, and Red Jet is running to timetable, but some facilities are temporarily unavailable, including the café, ticket office and customer toilets in Terminal 2.
“Tickets can be purchased online or from Terminal 1, and foot passengers can be dropped off outside Terminal 1 but vehicle access to the rest of Town Quay is restricted. Quayconnect continues to operate and is serving customers from the Platform Tavern stop.
“We’d like to thank our teams on the ground for helping customers and keeping services moving during today’s disruption.
“Thank you for your patience while we work to restore normal facilities.
