ICE plans to sign contracts for new detention facilities in its Seattle, Philadelphia, Miami and Denver jurisdictions that together would have the capacity to hold 5,500 detainees, according to a public solicitation document. It is the latest sign of the agency’s push to boost immigration arrests, even as two fatal shootings by ICE officers in recent weeks have drawn scrutiny across the country.
