Terry, 45, has been seeking a route into management in his own right and taking over at the struggling Championship club would give him the breakthrough he has been waiting for.
Former Rangers and QPR boss Michael Beale is among the favourites for a position that became vacant after Gary Rowett was sacked two days before Christmas.
But Terry has long been on the radar of Oxford’s owners.
He interviewed for the position when the U’s board decided to give the job to Des Buckingham.

Former keeper Buckingham led his home-town club to promotion from League One following a play-off final victory over Bolton Wanderers.
But he was sacked with the club struggling near the foot of the Championship before Rowett was called to rescue the club.
Oxford’s owners have always kept tabs on Terry who most recently has been managing in the Baller League with the 26ers.
But he maintains a desire to break into management in his own right and will be considered by Oxford’s board.
