The warning also covers parts of Essex, Berskhire, Oxfordshire and Hampshire, with a separate, longer warning in place for the West and South West of England, as well as parts of Wales.
People in areas prone to flooding are advised to prepare an emergency flood kit.
Additionally, power cuts could be possible and spray and flooding could make driving conditions tricky and some roads could close.
Driving conditions may be affected by spray and/or standing water, leading to longer journey times by car and bus and delays to train services are possible.
There is also a slight chance of cancellations to train and bus services.
