At 23:00 the incident was scaled back to 10 fire engines, but operations were ongoing, a KFRS spokesperson said.
Canterbury City Council has set up a welfare centre for people evacuated as a result of the blaze, the fire service added.
The cause of the fire is not yet known.
People travelling through Canterbury city centre have been told to expect delays as a nearby road is closed.
