Newport planning decisions include cookery school, HMO and extensions

Conditions and amendments

Several minor amendments and updated conditions have been approved for ongoing developments across Newport.

Permission has been granted to adapt two schemes to allow residents aged 16 and over at sites on Llanthewy Road and at Anderley Lodge on Stow Hill.

Works at 47 Llanthewy Road, already underway to convert a seven-bedroom house into five studio flats, have been adjusted to include a 1.1-metre front boundary railing and a 0.9-metre handrail along the path.

The amendment at Anderley Lodge is to change the age of the residents to 16 and over.

At Orchard House in Norman Street, Caerleon, listed as a supported living scheme, the council has agreed to partially discharge a landscaping condition.

Alterations also relate to the University of Wales campus in Caerleon.

These include changes to landscaping and engineering works as part of a wider residential redevelopment involving the conversion of multiple historic buildings and the construction of new homes.

Additional approved applications include a design change to a house on St Mellons Road in Marshfield, and a reserved matters application for part of the Llanwern Village development, and the creation of up to 1,100 new homes.

External steel staircase

The council has approved the installation of a new external steel staircase at Unit 5, The Courtyard, Imperial Park, Coedkernew, Newport.

The spiral staircase, measuring 5.2 metres to the top of the handrail, will serve as a secondary means of escape from the first-floor office space in an emergency.

It will be constructed in powder-coated steel, finished in RAL colour 9005. A new door will be fitted to access the staircase.

Tree works

Tree works have been approved at the Roman Legion Museum in Caerleon.

The works include pruning a silver birch tree, known as T147 and subject to a Tree Preservation Order, to remove dead branches and heavy ivy growth.

Separate consent has also been granted for two additional trees on the site.

Works to a Norway maple will involve reducing branches by around one metre to prevent overhanging the pavement and highway.

An olive tree will have a branch pruned where it touches the museum roof.

Education centre

The continued use of 12 Devon Place, Newport, as a non-residential education and training centre has been approved.

The application extends consent for 10 years, in line with existing permission.

Conditions include adherence to Building Bulletin 93 standards for indoor noise and restricted opening hours.

The facility may operate from 8am to 4.30pm, Monday to Friday, and must remain closed on weekends and bank holidays.

Cookery school

Approval has been granted for a cookery school at Unit 6, Duffryn Shopping Centre, Newport.

The former office space will now offer structured cooking classes for both adults and children.

Described as ‘educational in nature,’ the school aims to teach practical life skills, confidence and healthy eating.

Classes will be pre-booked, run in small groups and focus on supervised activity.

Opening hours are set for 8.30am to 7pm on weekdays, 8.30am to 2.30pm on Saturdays and 10am to 1.30pm on Sundays and bank holidays.

Ground floor subdivision

Permission has been granted to subdivide the ground floor flat at 164 Tregwilym Road, Rogerstone, into two one-bedroom units.

One flat will occupy the front of the property, accessed via the existing front door.

The other will occupy the rear of the ground floor and basement, with separate rear access.

External works will include a new bay window to serve the basement bedroom and excavation of part of the front garden to create a lightwell.

School extension

Ysgol Gymraeg Bro Teyrnon, a Welsh-medium primary school on Brynglas Drive, Newport, has received permission for a single-storey front extension.

The extension will match the height and external surfaces of the existing building and will infill a recessed area on the elevation.

A single new window will also be added. The extension will measure 2.6m tall, 4.3m deep, and 4.7m wide.

Biodiversity enhancements are required as part of the scheme and must be submitted and approved prior to first use.

Solar panels

Plans have been approved for the installation of solar panels at the Welsh Golfing Union headquarters on Catsash Road, Newport.

The applicant had stated the existing use of the land and its buildings was lawful as the site has been continually used as a premises for golf administration and there have been no enforcement actions, material changes of use or breaches of planning consent.

The council confirmed the proposal meets permitted development criteria.

HMO

A three-bedroom house at 220 Caerleon Road, Newport, will be converted into a five-bedroom house in multiple occupation (HMO).

The approved scheme includes a single-storey rear extension, communal living areas and en-suite bedrooms.

Cycle storage will also be provided within the rear garden and there is a small forecourt to the front.

Extensions

Approval has been granted for a series of changes at 4 Nant-Y-Moor Close, Coedkernew, Newport.

These include single-storey rear and side extensions, a rear dormer loft conversion, an ancillary building and garden reprofiling with a retaining wall.

A decked area accessed via glazed sliding doors will also be added.

A roof lantern, apex glazing and high-level windows are planned to maximise natural light.

Taxi office refused

The council has refused an application for a lawful development certificate at 87C Commercial Street, Newport, to allow the building’s use as a taxi office.

The refusal was based on a lack of information about the proposed use and how it would operate alongside the current travel agency.

Without sufficient detail, the council treated the proposal as a standalone taxi office, constituting a material change of use and therefore requiring full planning permission.

Side extension

A two-storey side extension has been approved at 150 Rowan Way, Newport.

The 2.4-metre-wide addition will accommodate a store and utility room at ground level and a bedroom with en-suite above.

It will be finished in red brick to match the existing house.

The new extension will feature a black roller-style garage door and first-floor double-paned windows at the front and rear.

The biodiversity enhancement scheme must be implemented prior to first use and maintained for the lifetime of the development.
