Tuesday’s runoff election pits a member of the City Council, James Solomon, against a former New Jersey governor, Jim McGreevey. Mr. Solomon, who represents one of the most left-leaning and affluent parts of the city, earned the most votes last month in a seven-person race. Mr. McGreevey, who resigned as governor of New Jersey in 2004 after admitting an affair with a staff member, trailed him by around 2,600 votes, setting up this matchup to decide who will lead the state’s second-largest city for the next four years.
