The Fédération Internationale de l’Automobile (FIA), the global governing body for motor sport and the federation for mobility organisations worldwide, held its Annual General Assemblies in Tashkent, Uzbekistan today
The General Assembly elected the Presidential List led by Mohammed Ben Sulayem, including him as President of the FIA for his second four-year term, alongside Deputy President for Sport Malcolm Wilson OBE, Deputy President for Automobile Mobility and Tourism Timothy Shearman and President of the Senate Carmelo Sanz de Barros.
Speaking to open the Assemblies, FIA President Mohammed Ben Sulayem said: “Great achievements are never the result of one moment or one person, they are the accumulation of countless efforts, shared values, and collective courage. That is what defines our Federation. Every decision, every innovation, every hour of service has brought us to where we are today.
This year has marked a pivotal moment for the FIA. In 2025, we completed an historic financial turnaround, we secured a stronger future of all FIA World Championships, and we continued to deliver safer, more sustainable, and more affordable mobility worldwide.

2025 Forecast and 2026 Budget
Following a substantive financial turnaround over the last four years under the leadership of FIA President Mohammed Ben Sulayem, the FIA is on track to deliver another strong financial result for fiscal year 2025, forecasting anoperating result of €+4.4m. This is broadly in line with the fiscal year 2024 operating result of €+4.7m.
The General Assembly approved a 2026 balanced operating budget of €+0.3m.
Amendments to FIA Judicial and Disciplinary Rules
The FIA General Assembly has approved, amongst others, the following main amendments to the FIA Judicial and Disciplinary Rules:

Introduction of a dedicated chapter setting out the procedural and jurisdictional framework of the Cost Cap Adjudication Panel (CCAP), previously spread across the various financial regulations. This chapter establishes the CCAP’s role, jurisdiction, and procedures, defines its competence to hear cases referred by the Cost Cap Administration (CCA), identifies the persons under its authority, and outlines the applicable procedures, hearings, sanctions, and appeals. Consolidating this framework in a single chapter ensures that all relevant information sits alongside that of the other FIA courts.

A unified provision governing the admissibility and treatment of evidence applicable to all FIA Courts has been created. This article ensures procedural coherence and reinforces the principle of fairness across all proceedings, codifying the principle of free evaluation of evidence, recognising final judicial decisions, and ensuring consequences in cases where parties or witnesses fail to cooperate.

Deletion of the requirement by an Appellant to inform its ASN. The ASN of any party involved in a proceeding before the IT or the ICA is already informed by the General Secretary. Thus, there is no need to also impose that information obligation on the parties.
Amendments to the International Sporting Code
The FIA General Assembly has approved, amongst others, the following main amendments to the FIA International Sporting Code (ISC).

Introduction of the FIA event Observer role appointed by the relevant FIA sporting departments, at its own cost, without decision-making powers, for monitor the consistent application of the ISC and the FIA regulations.

Updates have been made to allow stewards officiating in FIA World Championships and the FIA Formula 2 and Formula 3 Championships to be able to re-examine their decisions on their own initiative, if they discover a significant and relevant new element which was unavailable to them at the time of their decision.

Creation of an Out-of-Competition Stewards Panel, allowing the FIA to address alleged breaches occurring outside an Event, in time-sensitive situations, in matters not directly affecting an ongoing Event, or in cases involving multiple Events. Event Stewards may also delegate their authority to this panel.

Introduction of the Fit and Proper Person Test (FPPT) which is a tool to protect the image, reputation, and integrity of FIA Championships. It provides Championships wishing to do so with the option to assess whether certain natural persons should be deemed “Fit and Proper Persons”. This assessment determines whether individuals meet the required standards of integrity and do not fall under any of the disqualifying conditions set out in a new Appendix F to the ISC, such as involvement in bankruptcy proceedings, convictions for fraud or similar offenses, or being subject to governmental sanctions regimes, among others.

Future General Assemblies
Further to the decisions of the General Assemblies today and during the last Extraordinary General Assemblies in Macau on 12 June 2025, the meetings of the General Assemblies in 2026 will be held as follows:

The 2026 Extraordinary General Assemblies will take place on 26 June 2026 in Macau, hosted by the Automobile General Association Macau-China (AAMC) and supported by Galaxy Entertainment Group.
Today, the General Assemblies decided that the 2027 General Assemblies will be held in Doha (Qatar), hosted by the Qatar Motor and Motorcycle Federation (QMMF).
