Frigid Arctic air has descended on the D.C. area, and now the region awaits one of the most severe winter storms it has faced in years. The storm, poised to produce a thick, cement-like combination of snow and ice tonight into Sunday night, will be followed by a historically long cold spell that could extend beyond Groundhog Day.
