Portland police close SE Division Street as they respond to armed person in crisis

Update: Police arrested the man just before 10 p.m. and reopened Division Street.
Portland police closed Southeast Division Street between César E. Chávez Boulevard and Southeast 50th Avenue on Thursday afternoon while crisis negotiation officers responded to reports of an armed person in crisis.
Portland firefighters responded to a call of smoke coming from an apartment in the 4300 block of Southeast Division Street in the Richmond neighborhood Thursday afternoon, and when they arrived encountered a person with an “edged weapon,” police said.
Police sent a crisis negotiation team to the scene.
There was no active fire at the apartments, police said, but neighboring units were evacuated as a precaution.
By 8:30 p.m., police still had the area surrounded and the road was still closed.
