Roy Botfield, from Colwyn Bay, has applied to the council this month to demolish the vacant church and replace the building with a new house.
The plans include vehicle access, “permeable paving within the site”, a detached garage, and a treatment plant, as well as other associated landscaping.
According to the application, work is yet to start, and pre-application advice has not been sought from the local planning authority.
If granted, the building would have painted off-white rendered walls, a natural slate roof, and black UPVC casement windows, with the existing post and wire fences and hawthorn hedges. The application says the site can be seen from a public road but no public space would be lost if it were approved.
