A multifaceted storm risk exists Tuesday across the Eastern Seaboard, where both severe thunderstorms and torrential downpours are expected. A few rotating thunderstorms could pose a low risk of tornadoes, while portions of the Hudson Valley and New York City tristate area could see flooding, some significant, through Thursday.
